Z\u00e1rove\u0148 u\u017e bolo prijat\u00e9 obmedzenie pre hasiacu penu obsahuj\u00facu PFAS a k dispoz\u00edcii s\u00fa aj podrobn\u00e9 pokyny pre prechod.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Cie\u013eom tohto \u010dl\u00e1nku je poskytn\u00fa\u0165 hospod\u00e1rskym subjektom (<a href=\"https:\/\/www.msds-europe.com\/sk\/zakladna-vedomosti-reach\/\">v\u00fdrobcom, dovozcom<\/a>, distrib\u00fatorom, n\u00e1sledn\u00fdm u\u017e\u00edvate\u013eom) zrozumite\u013en\u00fd, no odborne presn\u00fd preh\u013ead. D\u00f4raz sa kladie na firemn\u00e9 kroky a praktick\u00fa implement\u00e1ciu.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: justify;\">\u010co s\u00fa PFAS a pre\u010do sa z nich stalo podnikov\u00e9 riziko?<\/h2>\n<p style=\"text-align: justify;\">PFAS je s\u00fahrnn\u00e9 ozna\u010denie pre <strong>per- a polyflu\u00f3ralkylov\u00e9 l\u00e1tky<\/strong>. Tieto l\u00e1tky sa \u010dasto pou\u017e\u00edvaj\u00fa pre svoju vysok\u00fa chemick\u00fa stabilitu, no z\u00e1rove\u0148 je mnoho PFAS mimoriadne perzistentn\u00fdch v \u017eivotnom prostred\u00ed. Preto sa zni\u017eovanie emisi\u00ed a substit\u00facia dost\u00e1vaj\u00fa do popredia v \u010doraz v\u00e4\u010d\u0161om po\u010dte odvetv\u00ed.<\/p>\n<p style=\"text-align: justify;\">Jednou z hlavn\u00fdch v\u00fdziev v oblasti s\u00faladu s po\u017eiadavkami je skuto\u010dnos\u0165, \u017ee \u201ePFAS\u201c neozna\u010duje jednu l\u00e1tku, ale \u0161irok\u00fa skupinu l\u00e1tok. Z\u00e1sadn\u00e9 preto je, aby spolo\u010dnos\u0165 a jej dod\u00e1vate\u013e rozumeli pod pojmom PFAS to ist\u00e9. OECD na tento \u00fa\u010del vydala samostatn\u00e9 odpor\u00fa\u010danie, ktor\u00e9ho cie\u013eom je zjednoti\u0165 terminol\u00f3giu PFAS pre praktick\u00e9 pou\u017e\u00edvanie viacer\u00fdmi akt\u00e9rmi.<\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: justify;\">\u010co sa v E\u00da deje v rokoch 2025\u20132026?<\/h2>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">1) \u0160irok\u00e9 obmedzenie PFAS v E\u00da: v akej f\u00e1ze je proces?<\/h3>\n<p style=\"text-align: justify;\">Pod\u013ea aktu\u00e1lneho regula\u010dn\u00e9ho harmonogramu postupuje proces obmedzenia PFAS na \u00farovni E\u00da po jednotliv\u00fdch etap\u00e1ch. RAC u\u017e prijal svoje stanovisko, pri\u010dom ukon\u010denie vedeck\u00e9ho hodnotenia zo strany SEAC sa o\u010dak\u00e1va do konca roka 2026.<\/p>\n<p style=\"text-align: justify;\">To v praxi znamen\u00e1, \u017ee roky 2025\u20132026 s\u00fa predov\u0161etk\u00fdm obdob\u00edm pr\u00edpravy, zhroma\u017e\u010fovania \u00fadajov a pl\u00e1novania alternat\u00edv a prechodov\u00fdch rie\u0161en\u00ed.<\/p>\n<p style=\"text-align: justify;\">K\u013e\u00fa\u010dov\u00e9 posolstvo pre podniky je jasn\u00e9: neoplat\u00ed sa pripravova\u0165 na jeden jedin\u00fd \u201eve\u013ek\u00fd de\u0148\u201c, ale na intern\u00fd program, ktor\u00fd zvl\u00e1dne aj postupn\u00e9 a sektorovo odli\u0161n\u00e9 po\u017eiadavky. V\u00fdvoj t\u00fdchto po\u017eiadaviek je vhodn\u00e9 priebe\u017ene sledova\u0165 v <a href=\"https:\/\/www.msds-europe.com\/sk\/regulacne-zmeny-v-oblasti-chemickej-bezpecnosti\/\">sledovan\u00ed regula\u010dn\u00fdch zmien<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">2) Hasiaca pena: konkr\u00e9tne obmedzenie a praktick\u00fd prechod<\/h3>\n<p style=\"text-align: justify;\">Pre hasiacu penu obsahuj\u00facu PFAS bolo v r\u00e1mci REACH u\u017e prijat\u00e9 konkr\u00e9tne obmedzenie. Pravidl\u00e1 stanovuj\u00fa r\u00f4zne prechodn\u00e9 obdobia pod\u013ea typu pou\u017eitia.<\/p>\n<p style=\"text-align: justify;\">Obmedzenie sa za\u010dne uplat\u0148ova\u0165 od okt\u00f3bra 2026 a jeho zav\u00e1dzanie je stup\u0148ovit\u00e9, vr\u00e1tane skor\u0161\u00edch z\u00e1kazov pre prenosn\u00e9 hasiace pr\u00edstroje.<\/p>\n<p style=\"text-align: justify;\">Z praktick\u00e9ho h\u013eadiska nejde len o v\u00fdmenu produktu. Prechod zah\u0155\u0148a aj \u010distenie syst\u00e9mov, zni\u017eovanie spotreby kvapal\u00edn, skladovanie, nakladanie s odpadmi a ich zne\u0161kodnenie. Preh\u013ead term\u00ednov a s\u00favisiacich povinnost\u00ed je u\u017eito\u010dn\u00fd v <a href=\"https:\/\/www.msds-europe.com\/sk\/2026-kalendar-chemickej-zhody\/\">Kalend\u00e1ri chemickej zhody 2026<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">3) Pitn\u00e1 voda: term\u00edn s\u00faladu v roku 2026 a metodika merania<\/h3>\n<p style=\"text-align: justify;\">Smernica (E\u00da) 2020\/2184 uklad\u00e1 \u010dlensk\u00fdm \u0161t\u00e1tom zabezpe\u010di\u0165 do <strong>12. janu\u00e1ra 2026<\/strong> plnenie parametrick\u00fdch hodn\u00f4t pre PFAS vo vode ur\u010denej na \u013eudsk\u00fa spotrebu.<\/p>\n<p style=\"text-align: justify;\">V praktickom zabezpe\u010den\u00ed s\u00faladu nie je k\u013e\u00fa\u010dov\u00e1 len samotn\u00e1 limitn\u00e1 hodnota, ale aj <strong>meranie<\/strong>.<\/p>\n<p style=\"text-align: justify;\">Eur\u00f3pska komisia vydala technick\u00e9 usmernenia k met\u00f3dam vhodn\u00fdm na monitorovanie ukazovate\u013eov <strong>PFAS Total<\/strong> a <strong>Sum of PFAS<\/strong> po konzult\u00e1cii s \u010dlensk\u00fdmi \u0161t\u00e1tmi.<\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: justify;\">V \u010dom sa m\u00f4\u017ee s\u00falad medzi \u010dlensk\u00fdmi \u0161t\u00e1tmi l\u00ed\u0161i\u0165?<\/h2>\n<p style=\"text-align: justify;\">\u201eCentr\u00e1lna\u201c \u010das\u0165 regul\u00e1cie E\u00da je rovnak\u00e1, ale praktick\u00e1 implement\u00e1cia sa m\u00f4\u017ee medzi \u010dlensk\u00fdmi \u0161t\u00e1tmi l\u00ed\u0161i\u0165. Tieto rozdiely sa spravidla neprejavuj\u00fa v cieli, ale v sp\u00f4sobe vykon\u00e1vania a kontroly.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">Transpoz\u00edcia smern\u00edc a mo\u017en\u00e9 n\u00e1rodn\u00e9 spr\u00edsnenie<\/h3>\n<p style=\"text-align: justify;\">Pri smerniciach, napr\u00edklad v oblasti pitnej vody, \u010dlensk\u00e9 \u0161t\u00e1ty pren\u00e1\u0161aj\u00fa po\u017eiadavky do svojho vn\u00fatro\u0161t\u00e1tneho pr\u00e1va. Z\u00e1rove\u0148 m\u00f4\u017eu zavies\u0165 aj pr\u00edsnej\u0161ie hodnoty alebo doplnkov\u00e9 parametre.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">\u00daradn\u00e9 kontroly a sankcie<\/h3>\n<p style=\"text-align: justify;\">Frekvencia kontrol, rozsah po\u017eadovan\u00fdch dokumentov aj sank\u010dn\u00e1 prax sa m\u00f4\u017eu medzi \u0161t\u00e1tmi l\u00ed\u0161i\u0165. Dobrou praxou je preto vytvori\u0165 <strong>intern\u00fd registra\u010dn\u00fd syst\u00e9m<\/strong>, ktor\u00fd pokr\u00fdva dokument\u00e1ciu, merania a riadenie zmien, namiesto snahy splni\u0165 iba absol\u00fatne minimum.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">Nakladanie s odpadmi a zne\u0161kodnenie<\/h3>\n<p style=\"text-align: justify;\">Pri prechode od hasiacej peny obsahuj\u00facej PFAS s\u00fa technick\u00e9 kroky na \u00farovni E\u00da op\u00edsan\u00e9 pomerne jasne, no praktick\u00e9 cesty nakladania s odpadmi a ich zne\u0161kodnenia sa m\u00f4\u017eu medzi \u0161t\u00e1tmi l\u00ed\u0161i\u0165.<\/p>\n<p style=\"text-align: justify;\">To je obzvl\u00e1\u0161\u0165 d\u00f4le\u017eit\u00e9 pri star\u00fdch z\u00e1sob\u00e1ch, oplachov\u00fdch vod\u00e1ch a kontaminovan\u00fdch materi\u00e1lov\u00fdch tokoch vznikaj\u00facich pri \u010disten\u00ed syst\u00e9mov.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">Akredit\u00e1cia, detek\u010dn\u00e9 limity a analytick\u00e9 met\u00f3dy<\/h3>\n<p style=\"text-align: justify;\">Metodick\u00e9 usmernenia Komisie ur\u010duj\u00fa vhodn\u00e9 <strong>analytick\u00e9 met\u00f3dy<\/strong> a pr\u00edstupy, ale laborat\u00f3rne kapacity, akredita\u010dn\u00e1 prax a o\u010dak\u00e1vania org\u00e1nov sa m\u00f4\u017eu v jednotliv\u00fdch krajin\u00e1ch l\u00ed\u0161i\u0165.<\/p>\n<p style=\"text-align: justify;\">Preto je d\u00f4le\u017eit\u00e9 vopred vyjasni\u0165 cie\u013e merania: preuk\u00e1zanie s\u00faladu, overenie \u00fa\u010dinnosti prechodu alebo identifik\u00e1ciu mo\u017enej emisnej cesty.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">Koho sa to t\u00fdka? Typick\u00e9 roly dotknut\u00e9 v hospod\u00e1rstve<\/h3>\n<p style=\"text-align: justify;\">PFAS nie s\u00fa iba t\u00e9mou pre chemick\u00fdch v\u00fdrobcov. \u010casto sa objavuj\u00fa tam, kde je rozhoduj\u00faci funk\u010dn\u00fd v\u00fdkon v\u00fdrobku, napr\u00edklad pri povlakoch, tesneniach alebo povrchov\u00fdch \u00faprav\u00e1ch, pr\u00edpadne tam, kde existuj\u00fa z\u00e1soby a syst\u00e9my, ako je po\u017eiarna ochrana.<\/p>\n<p style=\"text-align: justify;\">Dotknut\u00ed m\u00f4\u017eu by\u0165 napr\u00edklad:<\/p>\n<ul>\n<li><strong>v\u00fdrobca<\/strong> a formul\u00e1tor zmes\u00ed,<\/li>\n<li><strong>dovozca<\/strong> a <strong>distrib\u00fator<\/strong>, najm\u00e4 v zlo\u017eit\u00fdch dod\u00e1vate\u013esk\u00fdch re\u0165azcoch,<\/li>\n<li><strong>n\u00e1sledn\u00fd u\u017e\u00edvate\u013e<\/strong> v priemyseln\u00fdch procesoch,<\/li>\n<li><strong>prev\u00e1dzkovate\u013e zariadenia<\/strong>, ktor\u00fd skladuje hasiacu penu alebo prev\u00e1dzkuje penov\u00e9 hasiace syst\u00e9my.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: justify;\">Kroky firiem v rokoch 2025\u20132026: pr\u00edprava odoln\u00e1 vo\u010di auditu krok za krokom<\/h2>\n<p style=\"text-align: justify;\">Ni\u017e\u0161ie uveden\u00fd pr\u00edstup m\u00e1 podpori\u0165 s\u00fa\u010dasne pr\u00e1vny s\u00falad aj kontinuitu podnikania. Poradie krokov z\u00e1merne zodpoved\u00e1 praktickej projektovej logike.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">1) Inventariz\u00e1cia PFAS: \u010do sa pou\u017e\u00edva, kde a pre\u010do?<\/h3>\n<p style=\"text-align: justify;\">Za\u010dnite mapovan\u00edm mo\u017enej pr\u00edtomnosti PFAS v celej organiz\u00e1cii:<\/p>\n<ul>\n<li>l\u00e1tky a zmesi (suroviny, pomocn\u00e9 materi\u00e1ly),<\/li>\n<li>hotov\u00e9 v\u00fdrobky a polotovary,<\/li>\n<li>z\u00e1soby na pracovisku, najm\u00e4 hasiace peny.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Praktick\u00fdm filtrom je aj vyh\u013ead\u00e1vanie pod\u013ea funkcie, napr\u00edklad antiadhez\u00edvnych vlastnost\u00ed, odpudzovania vody alebo chemickej odolnosti.
