Accentul este pus pe ac\u021biunile companiilor \u0219i pe implementarea practic\u0103.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: justify;\">Ce sunt PFAS \u0219i de ce au devenit un risc de afaceri?<\/h2>\n<p style=\"text-align: justify;\">PFAS este denumirea colectiv\u0103 pentru <strong>substan\u021be per- \u0219i polifluoroalchilice<\/strong>. Aceste substan\u021be sunt utilizate frecvent datorit\u0103 stabilit\u0103\u021bii lor chimice ridicate, \u00eens\u0103 multe PFAS sunt \u00een acela\u0219i timp extrem de persistente \u00een mediu. Din acest motiv, reducerea emisiilor \u0219i substitu\u021bia apar tot mai des \u00een tot mai multe sectoare.<\/p>\n<p style=\"text-align: justify;\">Una dintre principalele dificult\u0103\u021bi de conformare este faptul c\u0103 \u201ePFAS\u201d nu desemneaz\u0103 o singur\u0103 substan\u021b\u0103, ci o grup\u0103 foarte larg\u0103 de substan\u021be. De aceea, este esen\u021bial ca firma \u0219i furnizorul s\u0103 \u00een\u021beleag\u0103 acela\u0219i lucru prin PFAS. OECD a publicat o recomandare separat\u0103 pentru armonizarea terminologiei PFAS, tocmai pentru a sprijini utilizarea consecvent\u0103 \u00een practic\u0103 de c\u0103tre mai mul\u021bi actori.<\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: justify;\">Ce se \u00eent\u00e2mpl\u0103 \u00een UE \u00een 2025\u20132026?<\/h2>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">1) Restric\u021bia ampl\u0103 PFAS la nivelul UE: \u00een ce etap\u0103 se afl\u0103 procesul?<\/h3>\n<p style=\"text-align: justify;\">Conform stadiului actual al procesului, restric\u021bia PFAS la scar\u0103 larg\u0103 avanseaz\u0103 etapizat. RAC \u0219i-a adoptat deja avizul, iar finalizarea evalu\u0103rii \u0219tiin\u021bifice de c\u0103tre SEAC este a\u0219teptat\u0103 p\u00e2n\u0103 la sf\u00e2r\u0219itul anului 2026.<\/p>\n<p style=\"text-align: justify;\">Aceasta \u00eenseamn\u0103 c\u0103 anii 2025\u20132026 sunt, \u00een principal, o perioad\u0103 de preg\u0103tire, colectare de date \u0219i planificare a alternativelor \u0219i a tranzi\u021biilor.<\/p>\n<p style=\"text-align: justify;\">Mesajul important pentru companii este clar: nu merit\u0103 s\u0103 se preg\u0103teasc\u0103 pentru o singur\u0103 \u201ezi decisiv\u0103\u201d, ci pentru un program intern capabil s\u0103 gestioneze cerin\u021be treptate \u0219i diferite de la un sector la altul. Evolu\u021bia cerin\u021belor poate fi urm\u0103rit\u0103 \u00een <a href=\"https:\/\/www.msds-europe.com\/ro\/securitatea-chimica-schimbari-reglementare\/\">Observatorul schimb\u0103rilor de reglementare<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">2) Spum\u0103 de stingere a incendiilor: restric\u021bie concret\u0103 \u0219i tranzi\u021bie practic\u0103<\/h3>\n<p style=\"text-align: justify;\">\u00cen 2025 a fost adoptat\u0103, \u00een cadrul REACH, o restric\u021bie pentru PFAS \u00een spuma de stingere a incendiilor. Regula introduce perioade de tranzi\u021bie care depind de domeniul de utilizare.<\/p>\n<p style=\"text-align: justify;\">Restric\u021bia \u00eencepe s\u0103 se aplice din octombrie 2026, iar implementarea este etapizat\u0103, inclusiv cu interdic\u021bii mai timpurii pentru anumite sting\u0103toare portabile.<\/p>\n<p style=\"text-align: justify;\">Din punct de vedere practic, tranzi\u021bia nu \u00eenseamn\u0103 doar \u00eenlocuirea produsului. Ea implic\u0103 \u0219i cur\u0103\u021barea sistemelor, reducerea utiliz\u0103rii lichidelor, stocarea, gestionarea de\u0219eurilor \u0219i eliminarea. Pentru o privire de ansamblu asupra termenelor, este util <a href=\"https:\/\/www.msds-europe.com\/ro\/2026-calendar-conformitate-chimica\/\">Calendarul de conformitate chimic\u0103 2026<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">3) Apa potabil\u0103: termenul de conformare din 2026 \u0219i metodologia de m\u0103surare<\/h3>\n<p style=\"text-align: justify;\">Directiva (UE) 2020\/2184 prevede c\u0103 statele membre trebuie s\u0103 asigure respectarea valorilor parametrice pentru PFAS \u00een apa destinat\u0103 consumului uman p\u00e2n\u0103 la <strong>12 ianuarie 2026<\/strong>.<\/p>\n<p style=\"text-align: justify;\">\u00cen conformarea practic\u0103, esen\u021bial\u0103 nu este doar valoarea-limit\u0103, ci \u0219i <strong>m\u0103surarea<\/strong>.<\/p>\n<p style=\"text-align: justify;\">Comisia European\u0103 a publicat orient\u0103ri tehnice privind metodele adecvate pentru monitorizarea <strong>PFAS Total<\/strong> \u0219i <strong>Sum of PFAS<\/strong>, \u00een urma consult\u0103rii statelor membre.<\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: justify;\">\u00cen ce poate diferi conformarea \u00eentre statele membre?<\/h2>\n<p style=\"text-align: justify;\">Partea \u201ecentral\u0103\u201d a reglement\u0103rii UE este comun\u0103, \u00eens\u0103 implementarea poate diferi \u00eentre statele membre. De regul\u0103, diferen\u021bele nu apar \u00een obiectiv, ci \u00een modul de punere \u00een aplicare.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">Transpunerea directivelor \u0219i posibile m\u0103suri na\u021bionale mai stricte<\/h3>\n<p style=\"text-align: justify;\">\u00cen cazul directivelor, de exemplu pentru apa potabil\u0103, statele membre transpun cerin\u021bele \u00een dreptul na\u021bional. \u00cen plus, ele pot introduce valori mai stricte sau parametri suplimentari.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">Controale oficiale \u0219i sanc\u021biuni<\/h3>\n<p style=\"text-align: justify;\">Frecven\u021ba controalelor, tipul documentelor care pot fi solicitate \u0219i practica sanc\u021bionatorie pot diferi \u00eentre statele membre. Din acest motiv, o bun\u0103 practic\u0103 este crearea unui <strong>sistem de registru intern<\/strong> care s\u0103 acopere documenta\u021bia, m\u0103sur\u0103rile \u0219i gestionarea modific\u0103rilor, \u00een locul unei abord\u0103ri limitate la cerin\u021ba minim\u0103.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">Gestionarea de\u0219eurilor \u0219i eliminarea<\/h3>\n<p style=\"text-align: justify;\">\u00cen tranzi\u021bia privind spuma de stingere a incendiilor, pa\u0219ii tehnici sunt relativ clar defini\u021bi la nivelul UE, dar rutele concrete de gestionare a de\u0219eurilor \u0219i de eliminare pot diferi de la un stat membru la altul.<\/p>\n<p style=\"text-align: justify;\">Acest lucru este deosebit de important pentru stocurile vechi, apele de cl\u0103tire \u0219i fluxurile contaminate generate la cur\u0103\u021barea sistemelor.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">Acreditare, limite de detec\u021bie \u0219i metode analitice<\/h3>\n<p style=\"text-align: justify;\">Orient\u0103rile metodologice ale Comisiei indic\u0103 <strong>metode analitice<\/strong> \u0219i abord\u0103ri potrivite, \u00eens\u0103 capacitatea laboratoarelor, practica de acreditare \u0219i a\u0219tept\u0103rile autorit\u0103\u021bilor pot varia \u00eentre state.<\/p>\n<p style=\"text-align: justify;\">De aceea, este important ca obiectivul m\u0103sur\u0103rii s\u0103 fie stabilit dinainte: demonstrarea conform\u0103rii, verificarea eficien\u021bei unei tranzi\u021bii sau identificarea unei posibile c\u0103i de emisie.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">Cine este vizat? Roluri tipice afectate \u00een economie<\/h3>\n<p style=\"text-align: justify;\">PFAS nu reprezint\u0103 doar o tem\u0103 pentru industria chimic\u0103 propriu-zis\u0103. Ele apar frecvent acolo unde performan\u021ba produsului este critic\u0103, de exemplu \u00een acoperiri, etan\u0219\u0103ri sau tratamente de suprafa\u021b\u0103, ori acolo unde exist\u0103 stocuri \u0219i sisteme, cum este protec\u021bia \u00eempotriva incendiilor.<\/p>\n<p style=\"text-align: justify;\">Pot fi afecta\u021bi, de exemplu:<\/p>\n<ul>\n<li><strong>produc\u0103torul<\/strong> \u0219i formulatorul de amestecuri;<\/li>\n<li><strong>importatorul<\/strong> \u0219i <strong>distribuitorul<\/strong>, mai ales \u00een lan\u021buri de aprovizionare complexe;<\/li>\n<li><strong>utilizatorul din aval<\/strong> \u00een procese industriale;<\/li>\n<li><strong>operatorul de instala\u021bie<\/strong> care de\u021bine stocuri de spum\u0103 de stingere a incendiilor sau exploateaz\u0103 sisteme de stingere cu spum\u0103.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: justify;\">Ac\u021biuni ale companiilor \u00een 2025\u20132026: preg\u0103tire <a href=\"https:\/\/www.msds-europe.com\/ro\/revizuirea-actualizarea-fisei-cu-date-de-securitate\/\">rezistent\u0103 la audit<\/a>, pas cu pas<\/h2>\n<p style=\"text-align: justify;\">Abordarea de mai jos urm\u0103re\u0219te s\u0103 sprijine \u00een acela\u0219i timp conformarea legal\u0103 \u0219i continuitatea activit\u0103\u021bii. Ordinea pa\u0219ilor urmeaz\u0103 \u00een mod inten\u021bionat o logic\u0103 de proiect.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">1) Inventar PFAS: ce se utilizeaz\u0103, unde \u0219i de ce?<\/h3>\n<p style=\"text-align: justify;\">\u00cencepe\u021bi prin a cartografia prezen\u021ba poten\u021bial\u0103 a PFAS \u00een organiza\u021bie:<\/p>\n<ul>\n<li>substan\u021be \u0219i amestecuri (materii prime, auxiliare),<\/li>\n<li>produse finite \u0219i semifabricate,<\/li>\n<li>stocuri de pe amplasament, \u00een special spum\u0103 de stingere a incendiilor.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Un filtru practic este c\u0103utarea \u0219i dup\u0103 func\u021bie, de exemplu efect antiaderent, repelarea apei sau rezisten\u021b\u0103 chimic\u0103. Acest lucru ajut\u0103 la identificarea utiliz\u0103rilor \u201eascunse\u201d de PFAS.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">2) Limitele <a href=\"https:\/\/www.msds-europe.com\/ro\/cunostinte-fisa-cu-date-de-securitate\/\">fi\u0219ei cu date de securitate<\/a> (FDS): ce informa\u021bii suplimentare trebuie cerute?<\/h3>\n<p style=\"text-align: justify;\">Fi\u0219a cu date de securitate este documentul de baz\u0103, dar nu este \u00eentotdeauna suficient\u0103 pentru a demonstra clar prezen\u021ba sau absen\u021ba PFAS. Se poate \u00eent\u00e2mpla ca FDS s\u0103 nu con\u021bin\u0103 informa\u021bii suficiente despre PFAS ca familie de substan\u021be sau ca detaliile s\u0103 fie limitate din motive de secret comercial.<\/p>\n<p style=\"text-align: justify;\">Solu\u021bia practic\u0103 const\u0103 \u00eentr-o solicitare \u021bintit\u0103 de informa\u021bii c\u0103tre furnizori, bazat\u0103 pe o defini\u021bie unitar\u0103. Recomandarea OECD privind terminologia ofer\u0103 un punct de referin\u021b\u0103 solid pentru aceast\u0103 uniformizare.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">3) Chestionar pentru furnizori: ce trebuie \u00eentrebat pentru ca r\u0103spunsul s\u0103 fie utilizabil?<\/h3>\n<p style=\"text-align: justify;\">Blocuri tematice recomandate:<\/p>\n<ul>\n<li>prezen\u021ba PFAS conform defini\u021biei adoptate;<\/li>\n<li>tipul dovezilor disponibile (m\u0103surare, descrierea metodei, asigurarea calit\u0103\u021bii);<\/li>\n<li>gestionarea modific\u0103rilor: notificare \u00een caz de schimbare a compozi\u021biei \u0219i documenta\u021bie nou\u0103;<\/li>\n<li>alternative \u0219i stadiul substitu\u021biei, inclusiv existen\u021ba unui plan de \u00eenlocuire.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">4) Ierarhizarea riscurilor: unde trebuie ac\u021bionat mai \u00eent\u00e2i?<\/h3>\n<p style=\"text-align: justify;\">Criteriile de prioritizare pot include:<\/p>\n<ul>\n<li>zone aflate \u00een centrul aten\u021biei de reglementare, de exemplu spuma de stingere a incendiilor;<\/li>\n<li>presiunea de conformare din partea clien\u021bilor (audit, licita\u021bie, export);<\/li>\n<li>c\u0103i poten\u021biale de emisie (apele de pe amplasament, procesele de cur\u0103\u021bare).<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\u00cen cazul spumei de stingere a incendiilor, este adesea recomandabil s\u0103 fie lansat un proiect separat de tranzi\u021bie, deoarece pa\u0219ii tehnici \u0219i cerin\u021bele de documentare sunt complexe.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">5) Strategie de m\u0103surare: mai pu\u021bin, dar mai \u021bintit<\/h3>\n<p style=\"text-align: justify;\">Una dintre cele mai frecvente gre\u0219eli este abordarea \u201em\u0103sur\u0103m tot\u201d. \u00cen schimb, defini\u021bi un obiectiv clar:<\/p>\n<ul>\n<li>confirmarea sau excluderea prezen\u021bei PFAS \u00eentr-o familie de produse;<\/li>\n<li>verificarea tranzi\u021biei \u00eenainte \u0219i dup\u0103 \u00eenlocuire;<\/li>\n<li>identificarea unei c\u0103i de emisie.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\u00cen contextul apei potabile \u0219i al monitoriz\u0103rii, pot fi utile \u0219i surse tehnice precum <a href=\"https:\/\/www.msds-europe.com\/ro\/sds-surse-informare-baze-date\/\">sursele de informare \u0219i bazele de date pentru elaborarea SDS<\/a>, care ajut\u0103 la selectarea unor referin\u021be \u0219i abord\u0103ri de evaluare fiabile.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">6) Substitu\u021bie: \u00eenlocuire planificat\u0103 cu validare<\/h3>\n<p style=\"text-align: justify;\">PFAS sunt adesea critice pentru performan\u021b\u0103. O substitu\u021bie stabil\u0103 este robust\u0103 doar dac\u0103 include:<\/p>\n<ul>\n<li>un plan de testare (laborator + test \u00een exploatare);<\/li>\n<li>aprobarea din partea asigur\u0103rii calit\u0103\u021bii;<\/li>\n<li>comunicare cu clientul;<\/li>\n<li>gestionarea modific\u0103rilor documentat\u0103.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">7) Documentare \u0219i comunicare: ce poate afirma o companie \u00een siguran\u021b\u0103?<\/h3>\n<p style=\"text-align: justify;\">Afirma\u021bia \u201ef\u0103r\u0103 PFAS\u201d este sustenabil\u0103 doar dac\u0103 este sus\u021binut\u0103 prin:<\/p>\n<ul>\n<li>declara\u021bii de la furnizori;<\/li>\n<li>rezultate analitice, acolo unde sunt justificate;<\/li>\n<li>\u0219i o gestionare a modific\u0103rilor care poate fi urm\u0103rit\u0103.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Dac\u0103 aceste elemente lipsesc, afirma\u021bia poate deveni un risc \u00een cazul unei reclama\u021bii din partea clientului, al unei licita\u021bii sau al unui audit.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\">8) Tranzi\u021bia de la spuma de stingere a incendiilor cu PFAS: pachet practic minim<\/h3>\n<p style=\"text-align: justify;\">Sarcinile tipice ale unui proiect de tranzi\u021bie includ:<\/p>\n<ul>\n<li>inventarierea stocurilor (tip de spum\u0103, cantitate, utilizare);<\/li>\n<li>selectarea unei alternative f\u0103r\u0103 fluor;<\/li>\n<li>cur\u0103\u021barea infrastructurii pentru a minimiza reziduurile de PFAS;<\/li>\n<li>organizarea rutelor de gestionare a de\u0219eurilor \u0219i de eliminare;<\/li>\n<li>prelevare de probe de verificare \u0219i documentare.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: justify;\">\u00centreb\u0103ri frecvente \u2013 PFAS 2025\u20132026<\/h2>\n<div class=\"su-spoiler su-spoiler-style-fancy su-spoiler-icon-chevron su-spoiler-closed\" data-scroll-offset=\"0\" data-anchor-in-url=\"no\"><div class=\"su-spoiler-title\" tabindex=\"0\" role=\"button\"><span class=\"su-spoiler-icon\"><\/span>C\u00e2nd poate fi a\u0219teptat punctul de cotitur\u0103 decisiv al marii restric\u021bii PFAS la nivelul UE?<\/div><div class=\"su-spoiler-content su-u-clearfix su-u-trim\">\n<p style=\"text-align: justify;\">Potrivit ECHA, avizul RAC a fost deja adoptat, iar avizul final al SEAC este a\u0219teptat p\u00e2n\u0103 la sf\u00e2r\u0219itul anului 2026. Pa\u0219ii legislativi vor urma ulterior, de aceea companiile ar trebui s\u0103 se preg\u0103teasc\u0103 pentru tranzi\u021bii graduale, nu pentru o singur\u0103 dat\u0103-limit\u0103.<\/p>\n<\/div><\/div>\n<div class=\"su-spoiler su-spoiler-style-fancy su-spoiler-icon-chevron su-spoiler-closed\" data-scroll-offset=\"0\" data-anchor-in-url=\"no\"><div class=\"su-spoiler-title\" tabindex=\"0\" role=\"button\"><span class=\"su-spoiler-icon\"><\/span>De ce nu este suficient\u0103 o singur\u0103 list\u0103 PFAS pentru declara\u021biile furnizorilor?<\/div><div class=\"su-spoiler-content su-u-clearfix su-u-trim\">\n<p style=\"text-align: justify;\">Pentru c\u0103 terminologia PFAS \u0219i domeniul ei de aplicare pot fi interpretate diferit. Tocmai de aceea OECD a publicat o recomandare separat\u0103, pentru a sprijini o \u00een\u021belegere consecvent\u0103 a ceea ce intr\u0103 \u00een sfera PFAS.<\/p>\n<\/div><\/div>\n<div class=\"su-spoiler su-spoiler-style-fancy su-spoiler-icon-chevron su-spoiler-closed\" data-scroll-offset=\"0\" data-anchor-in-url=\"no\"><div class=\"su-spoiler-title\" tabindex=\"0\" role=\"button\"><span class=\"su-spoiler-icon\"><\/span>Este suficient\u0103 fi\u0219a cu date de securitate (FDS) pentru a stabili implicarea PFAS?<\/div><div class=\"su-spoiler-content su-u-clearfix su-u-trim\">\n<p style=\"text-align: justify;\">Adesea nu. FDS este \u00een primul r\u00e2nd un document de comunicare a pericolelor.
